CONSTRUCTION OF PV PLANTS SEIZED 51 KW TO 5MW

The complicated licensing process for construction and operation of PV medium-sized plants in Israel creates a challenge for potential developers and require significant knowledge of regulatory issues and professional experience in promoting projects with planning entities, ILA, IEC, Tax Authority and other Government organizations. To this end SBY has knowledge and experience of all planning, licensing and construction processes required for construction of mid-sized PV plants, and therefore comprises a relative advantage in securing their share of the quota allocated by the Electricity Authority.

SBY has signed a long-term strategic partnership agreement with COLEXON Energy AG The demands and the terms of the tender upon which the license for building/operating 5 MW solar plant will be awarded, are as follows:
  1. EPC contract (to provide services to the establishment of the facility planning) with the subcontractor who has experience with the construction of 5 PV plants on a similar scope of work as required for the subject facility license, including electrical work, civil engineering works and primary construction equipment trial run;
  2. Alternative contract with the Inspector on the project who has proven experience of at least 4 years management supervision (EPC) on the project size as the subject of the license.
  3. Signed O & M (operation and maintenance) agreement for the PV plant as the subject of the license, with a company who has aggregate experience in operating similar facilities of not less than 5 MW (in total), which will include also the implementation of facility maintenance and spare parts back-up agreement and professional support.
