About SBY Italy: SBY Italy, SBY group's new subsidiary, was established in Milano in 2010, and already succeeded to establish and operate 2 large plants in a total capacity of 3.4MWp located in Abruzzi, and Lazio. SBY Italy headquarters are located in the city of Pescara, Abruzzi, with a team consisting of: Chief Executive Manager, Financial Officer, Administrative Manager, Projects Manager, Civil Engineers, and two site managers. SBY Italy independently develops licenses (especially on roof-tops), and also purchases licenses developed by various developers, mainly in the regions of central Italy (Lazio, Abruzzi, Molise, Marche). Incentive and Regulation: On May 12, 2011 Italian Energy Authorities, and Italian government published the rules establishing the eligibility for subsidies of photovoltaic installations which enter into operation between 1.6.2011, and 31.12.2016 (the "New Law") The approximate installed power objective for this date is 23,000 MW, with approximate cumulative annual costs of subsidies between 6 and 7 billion Euros.
The New Law maintains the distinction between “photovoltaic installations installed on buildings” and “installations on ground”. The New Law also introduces a further classification based on the power output of each installation, between: - Small Installations, which are defined as “photovoltaic installations installed on buildings with a power output not exceeding 1000 kW, other photovoltaic installations with a power output not exceeding 200 kW“; and - Large installations, namely photovoltaic installations not falling under the above definition. b. Power objectives and cost thresholds for Large Installations until 31.12.2012: - From 1 June until 31 December 2011, an approximate power objective of 1,200 MW has been specified, with a maximum cost ceiling set out at 300 million Euros; - For the first semester of 2012, the approximate power objective will be 770 MW and the relative cost ceiling is set out at 150 million Euros; - for the second semester of 2012, the approximate power objective is estimated at 720 MW, and the relative cost ceiling is set out at 130 million Euros. c. As of 1.1.2013 the criteria for awarding the tariffs will change: These will take on an “all-inclusive value for the energy introduced into the electricity grid”, plus a bonus tariff on the share of energy consumed by the producer. In other words, the energy produced from photovoltaic installations and introduced into the network will be paid an all-inclusive tariff (that is, including both the value of the energy and that of the subsidy), whilst that destined for consumption by the operator of the installation will be assigned a bonus tariff. |
