In order to act responsibly economically - namely to ensure lower costs and risk spread in licenses procedures at the global PV field, SBY will act by the following model:


1. Strict control over the Developers, both on every phases of the license and on paste of the progress along with strict examination on the quality of the permits (supervision will be done by SBY's internal staff);


2. Risk allocation between 6-7 countries, and several front-line professional Developers;


3. SBY's self development of licenses in certain countries – done independently;


  1. 4. Why it is necessary to act outside of Europe and the U.S. in high volumes?

    • Economical crisis and instability that threatens EU and U.S.


• The financial and political instability in the United States and Europe lead to uncertainty which strongly reflect on the energy market in those countries.


• The growing need for electricity in developing countries.


• The modules price decline towards dollar per watt in 2010 will bring to GRID PARITY in the countries where the radiation is rated ranges of 1800 to 2000 kWh will reduce the dependence on quotas and subsidies and thus will reduce the dependence on governments and will allow the existence of the free market.


• European and U.S. markets are already saturated. In addition to that, a company with entrepreneurial character like SBY (with experience in finding and marketing projects Door to Door) combined with Chinese bank financing and manufacturing capabilities, will be a very significant competition to the European EPC companies in emerging markets.


• Encouragement and general support of world authorities towards Africa.


• A responsible risk management demands a division between 6-7 new and emerging PV markets as some of those markets will progress in the coming years and 2-3 will slow down due to regulatory delays. Assuming that those markets are under government regulatory, rules might change – therefore the distribution of risk between countries is important.


• Because of aforementioned regulatory changes, the advantage of western company – such as SBY - outside the European playground will be proven mainly in the Entrepreneurship. Layout and professionalism will enable preparation and proper regulatory process, construction planning and connection to the grid, which are all important components.


Focus of the joint company at the beginning will be at Israel, Hawaii, Canada, South Africa and Turkey – all unexplored countries as far as European EPC's are concerned.


In addition to that and at the same time, SBY will perform financial and DD test concerning possible infrastructure construction towards GRID PARITY in the Far East countries, Africa and Central America.



  1. 5. Financing the construction phases


1. Trade and LC credits provided by the module manufacturer for 120 days.


2. Trade and LC credit provided by the suppliers of construction and electrical converters for 120 days.


Duration period of the construction:


1. Constriction of 300-2000 KWP, 25-45 working days.

2. Constriction of 50 KWP, 7 working days.

3. Constriction of 2000-10000 KWP, 40-90 days.

4. Constriction 10000-50000 KWP, 60-120 days.
